Safety & Community

Your safety comes first

Tora is built to protect you — private by default, with report and block tools everywhere and a real team reviewing every report. Here's how it works, and how to stay safe.

Meeting people safely

Tora is for adults 18+. Meet people you find online carefully, and always in public places. Tell someone where you're going. In an emergency, contact your local authorities. Use the block and report tools if anything feels wrong.

Community rules

What's not allowed on Tora

Sexual content involving minors — zero tolerance.

This is removed immediately, results in a permanent ban, and is reported to the authorities as required by law. There are no exceptions.

These rules apply everywhere — profiles, posts, comments, chats, and voice rooms. Do not post, send, or say:

Terrorism or violent extremismIncluding any threats of violence.
Illegal content or activityDrugs, weapons, fraud, and scams.
Non-consensual sexual contentOr unsolicited sexual messages or images.
Harassment, hate, or threatsToward any person or group.
DoxxingSharing private information about others without consent.
Spam or fake engagementIncluding commercial solicitation.
Infringing contentContent that infringes other people's rights.
Anything that breaks these rulesRule-breaking content is removed.
How moderation works

Fair, and reviewed by people

Enforcement escalates with the seriousness and repetition of the behaviour.

1Warning 2Temporary mute 3Reduced visibility 4Suspension 5Permanent ban
Every report is human-reviewed

Reports go to a staff triage queue and a person reviews each one — decisions aren't made by bots alone.

You can appeal once

If action is taken on your account you'll see the reason, and a different staff member reviews appeals where possible.

Accountable staff access

All staff access is recorded in a tamper-evident audit log with a documented reason.

Report & block

How to report or block

You can report or block from anywhere in the app, in a couple of taps.

You can also report a single message on its own.

A voice room

Voice rooms are group spaces, not private calls — trust & safety staff may monitor any room.

After you report, you'll see: "Reported — our safety team will review it." Blocking a user hides you from each other. 1:1 chats are private and only accessed for safety or legal reasons.

Use Tora at your own risk

Tora is provided "as is". Tora and Palas Network are not responsible for the conduct of any user — online or offline — or for what you say, post, send, or do on the app. We do not verify the identity or intentions of users. You are solely responsible for your own actions and for your interactions with others. Meet people you find online carefully and in public places, and contact local authorities in an emergency. Use the block and report tools. To the maximum extent permitted by law, our liability for any claim related to Tora is limited to the amount you paid us in the 12 months before the claim. See the Terms of Service for the full text.
